On the practical side of this, google has two separate menus for conducting targeted advertising opt-out. One for targeted advertising when you are logged in, and one for targeted advertising when you are signed out of google.

Now, there are a LOT of caveats. They use a cookie based system, so blocking their "don't advertise when you track me" cookies, using a different browser, different computer, etc. (even when logged in) breaks your opting out.

Thanks for those links. It seems that corporate promises are rather fluid.
